Two Variables, Both Parcel-Specific
Most Seattle neighbourhoods let you say something useful about the whole area. Beacon Hill does not, because two things vary within it and they vary independently.
The ground. Ridge-top parcels on Beacon Hill are flat and behave like the northern flatlands. Parcels on the flanks slope, sometimes steeply, and behave like the hillside neighbourhoods with the geotechnical work that implies.

How Do I Find out Which Kind of Parcel I Have?
Which Makes Comparable Offers Hard to Compare
Beacon Hill housing spans the 1900s through the 1960s with later infill. Form 17 under RCW 64.06 carries a 3 business day rescission right and a fresh window on any amendment under RCW 64.06.040. Where a claim is unreasonably denied, RCW 48.30.015 allows up to 3 times actual damages, subject to 20 days written notice to the insurer and the Insurance Commissioner. Where more time is needed the insurer must notify within 45 days of the initial notice and every 30 days after that. Washington's real estate excise tax is graduated and customarily paid by the seller, with a local component added on top.
The practical consequence is that two Beacon Hill houses that look similar can carry genuinely different costs, and a buyer working from a neighbourhood average is quoting a number that fits neither.
That cuts against you in one direction and for you in the other. A buyer averaging across the neighbourhood underprices a flat ridge-top parcel with a newer house, and overprices a steeply sloping one with older stock. Establishing which you have lets you argue the point with evidence rather than with assertion.
Why Do Offers Vary So Much Within One Neighbourhood?
We publish no cost or value figures for Beacon Hill. The variation across the ridge is wide enough that a single number would misprice most of the neighbourhood, which is the whole point of this page.
The Disclosure Angle
Where a parcel does carry slope or drainage conditions, those are matters within the Form 17 disclosure alongside the building. And where post-fire earthwork or a wet season changes what is visible, an adverse change discovered after delivery obliges an amendment and restarts the buyer's 3 business day rescission right.
On the sloping parcels that argues for establishing the ground condition before you sign. On the flat ones it does not arise, which is another reason knowing which you have matters.
