Two Things Vary, and Neither Is the Rules

The disclosure obligation is statewide. The insurance remedy is statewide. Seattle's construction department covers every address in the city. None of that changes by neighbourhood.

The ground does. Seattle is built across bluffs, ravines and glacial soils, and substantial parts of the city carry steep slope or landslide-prone designations. On those parcels a rebuild requires geotechnical work that a flat-lot estimate does not carry, and the ground condition is itself a disclosable matter.

And what the lot now permits does. Zoning changes across the city have altered what many parcels support, and on some of them the land is worth more than a restored house. That is the difference between a repair file and a land file, and it turns on the parcel rather than the fire.
